On items where students convert from one system of measurement to another, why are answers sometimes scored as incorrect?

Items involving conversions are set up to accept answers using conversion factors given in the Reference section in the back of the book. Students should use these exact conversion factors when solving the problems. When two conversion factors are given in the back of the book, either conversion factor can be used.
